You can, but you'll need some type of cleaner/soap to help cut through the oily film on the surface as water pressure alone may not cut it.
I don't - I just use a lot of low-end utility...

When it comes to the pads - the only fix I know of is to switch to clean dry pads, this means having plenty to draw from.
Sorry... I just don't know of a way to clean an "aluminum dirty pad"...

I use the RUPES BigFoot 21 with their blue aggressive foam cutting pad and their Diamond...

For the most part "yes".
If the boat is gel-coat, because gel-coat is more porous than marine specialty paints it will be easier to remove a coating of gel-coat than off paint.
Just wash...

Depends on how you use the boat.
IF the boat is never used and stored inside a boat barn then you won't have to apply it very often.
If the boat is on the water 7 days a week and 24 hours...

I would also be sure to inspect your microfiber towels or ANY cloth you use to wipe plastic.
Plastic scratches easy and it's often times very time consuming and difficult...
